2025 World Wide Web Consortium Membership Survey

The 2025 World Wide Web Consortium (W3C) Membership Survey received incredibly positive and thoughtful responses from W3C Members. W3C is dedicated to continuously improving the value it delivers as well as listening and being responsive to its Members and the global community.

Building on the foundation of the 2024 survey, we designed the 2025 survey to assess progress and impact, identify evolving needs and priorities, deepen understanding of Member value, enhance organizational support insights, and foster an inclusive and responsive W3C. This ongoing dialogue enables W3C’s strategic objectives, activities, and operational models to remain highly relevant, effective, and inclusive in a rapidly changing web landscape. We aim to shape a better Member experience by better understanding not only what works well, but also persistent challenges and new opportunities for growth and engagement.

Based on a combined 156 responses from three versions of the survey (Chinese, English, and Japanese), Members of W3C gave positive feedback about the current W3C, as well as helpful suggestions for our future. Respondents frequently noted how much they value the influence and impact of shaping standards. In every single question on the benefits of a W3C Membership, the leading response was influence and participation in web standards. The perception of W3C was quite positive, with an average of 4 on a scale of 1 to 5 regarding their organization’s satisfaction with their W3C Membership experience so far. We also asked how well W3C delivers on the most important benefit of a W3C Membership to their organizations; on a scale of 1 to 5, the average was once again 4.

Regarding recommendations to improve the Membership experience, Members asked that W3C improve practical and participation barriers, communication and awareness, and W3C’s processes and governance. Over ⅓ of Members also feel that in the next 12 months, W3C should focus our efforts in faster and more responsive standards work. Respondents who left additional feedback commonly suggested helping new Members with on-boarding and making sure they feel welcome, possibly through group participation opportunities.

The 2025 Membership Survey has given W3C valuable insight into our Membership and their vision for the future and we are grateful to everyone who took the time to participate. We continuously strive to increase transparency, diversity, accessibility, and sustainability in our community. In addition, we place great importance on diversity and inclusion, which are essential for the sustainable growth and influence of W3C.

Members confirmed they want to work together and reduce barriers to collaboration, and we want to make that happen. CEO Seth Dobbs’s Strategic Initiatives Task Forces are working toward these goals. Together, we can truly realize our vision of making the web work, for everyone – a web designed for the good of its users.
